It's actually the opposite; Valve doesn't mind accepting sillier stuff but the community often gets dismayed by it and Valve's lack of consistency. In the case of TF2, the community eventually gave up and became ambivalent.
This is the internet, people will quickly hit that "Like" button for something that makes them go "LOL!". Also, most of these seem to be rated 3 starts and below. Another point is that a lot of the silly submissions aren't badly made, (like this) so I personally wouldn't downvote them but I sure wouldn't want them in the game either.

valve add the item then suddenly lot of ppl rage on dota2 dev forum
result : the item was removed
anyway, i just want to say be carefull about the concept
If you mean this set; http://images1.pcgamesn.com/Alpine%20Ursa.jpg It only got a 3 star rating, was added then got removed because fans were angry. I can understand why fans were angry, the set don't fit Ursa in any shape or form. The set is not silly and just looks completely wrong. You can't compare making a teahouse set for Brewmaster to making a cowboy outfit for Ursa.

my only real problem with this set is that brewmaster swings his flail over his shoulder so there are going to be dumplings flying everywhere. :P
