Okay, I was looking at his side view and I was like wtf is that a cross and I noticed they are embedded into his back holding up the scrolls, nice touch.
Good idea with the scrolls, concepts are looking good as well.
Actually it wouldn't require altering his rig, you can keep it self-contained. You can add bones only in the item's model, link them to a bone in the base model, and have any sort of animation tied purely to the scrolls.
But yes, adding animation right now is a very easy way to throw the contest if they don't like it.
Tip on how to animate the scrolls without the extra bones:
Put the entire thing on the correct bone on his back but also use other random bones from his shoulders and legs etc. but give them weights only slightly. Ex: Some of the scrolls on the left bind them slightly to the left leg and head, the right scrools to the right leg and left arm, and mix and match a bit. What will happen is that they will move slightly whenever the character is moving. If he is standing there breathing they will move as well and so on. This might work but it is very tricky to make it feel normal and not weird but it might just avoid the static problem.

Doombringer is a not so cleverly disguised Lucifer so the scrolls and eyeless helmet work together to create a bound and sealed motif.

I think that is up to valve. Adding animations would require me to change the whole rig for him and I dont think they are accepting animations yet.
