I'm actually pretty new to Dota2 and have mainly been playing Lycan. I think he's pretty cool.
Reading over the rules, it seems were to simply make addons in the desired slots per hero, and since Lycan is a humanoid who already has clothing with a color scheme on his base mesh, I figured I'd go with that and elaborate. Unless were allowed to change the base texture but correct me if I'm wrong.
For some reason I imagined him as some eastern european prince in napoleonic era military clothing. I might still want to push the wolf theme with a change of patterns or icons on his trinkets, sash, or coat tail.

I wouldn't let that discourage you though, I think you could probably make it better. Love the concept overall. Lycan hasn't gotten much love on the workshop so far.
@Frump - I didn't know that was there. I'll still stick with the theme, it will be a complete set instead I suppose.
the hat (with mustache) is the cherry on the cake!
I've seen the shoulder pad that's similar on the workshop for Lycan, but it's not a full set, or enough to make me want to drop this concept.

you can make yours look different enough,
it's on the other shoulder and another style,
and in your design you just have to have it!
His power to rip off the enemy team is clearly good with this dictator style.
However you could maybe rename it and call it "Father of wolves", referring to... Guess who ?

Ofcourse, your concept design does look fairly better. but The whole concept is basically tooken.
Ofcourse you can still work on this, but you might lose some points for originality if the voters consider stuff like that.
that hat is a bit of a mess anyway so a better one would be welcome.
I figured since there seemed to be so much focus on the fact that he might be too similar to existing assets in the workshop I'd delve into where I got the idea. Yup...
I'm not sure what Valve's thought process was when developing Lycan, but I got hints of Napoleonic era military clothing with a feral/werewolf theme thrown on top. This seemed apparent even in his current color schemes as I found in reference using the red and greenish colors.
Since he has a Russian accent, I wanted to further that Idea and focus on more iconic Russian military armor. Initially just looking at soldier's uniforms from the Napoleonic era, I decided to go with a more iconic look and drafted more ideas from Czar Nicholas II. So I added a cool mustache, the hat, and different decorations; stuff not necessarily from the Napoleonic era. I'm not a historian.
So here is where I stand with him, almost ready to sculpt. I want to push more of the shapes as I sculpt, since it will mainly be seen as 10 pixels on screen. These are basic meshes to sculpt with controlled edges and smoothing.
