I really like it. You're probably alreay thinking this, or you just didn't show it in the concept, but I think the cape and shoulder-spikes could use a bit more interest to them, similar to her bracers. I'm not so sure about the eye patch either, it seems a bit...more mechanical than the rest of her set/her in general. I think it should be round rather than angular to combat that.
Be careful with the hair and cape. All set pieces need to mix and match with each other. Her original hair has some hair hanging over her 'scarf' in the front.

Its alright, the hair is considered the helmet, i can change it as much as i want as long as i keep the color palette.
Careful, I think you can't "recycle" parts of the original parts (aka you'll have to make a new hair model). I might be wrong, might need to check the Q&A. If anything, draw some concepts for some alternate hair.

Nobody wants you to take the hair out, just change the hair style or give her a hood.
Also, I don't think you understood what I meant. If someone has your cape in their inventory and they use the cape but don't use your head slot windrunner's default hair will be hanging in mid air in the front.
The bow reminds me of some of the chunkier monster hunter weapons, great idea with the leaf-fletching too. The shoulder pads look a bit precarious at the moment though, like they might slip off a bit too easily.
That's looking great! But, imho, most of the detail is going to be "noise" in-game. Try to work more with bigger shapes/detail that you can read from distance.

I would love to see a WR set with a quiver hanging for her belt or maybe strapped onto her boot
