This is tough to critique because you're clearly going going for a stylized character and can use that as a defense against anatomical flaws.
Despite that, there's a few things that stand out to me that you can consider:
-The model looks higher resolution in that most of the surfaces seem rounded, but the texture seems as if it as a 32 x 32 diffuse. A lot of the detail is getting pixelated and making the model seem lower than it is.
-The same goes for shading around the mouth and nose. his face generally looks dirty when, I assume, it is supposed to be stubble. I would look at texturing methods that help support the style of your model. Look at things like disney, toy story, etc. A more relevant reference could be TF2, look at the bold choices they make when setting up materials.
-His ears merge into his head in an awkward way, like there shouldn't be a ridge like that surrounding the ear.
-Lips seem too sharp
-There isn't enough gravity in his face. You have hints of age and wear and tear (wrinkles on the forehead, scars, stubble, etc.) But his face looks super young. Add some depth - look at Clint Eastwood, even though you said you're not creating him, he is THE silver screen cowboy which all of our minds have been trained to see as the 'bad ass cowboy'
-The cigarette seems out of character. It's a nitpick, but this looks like he's smoking a giant filter rather than a smoke rolled up on the trail.
-The leather hat seems out of place, as if it should be more rugged and worn. Like made out of cowhide with some wear and tear.
-The eyes need some shading. They stand out from the face unnaturally. I would consider painting in shadows where the lid meets the eye or lightly darkening the corners with "bloodshot" detail to ground them.
yes ive noticed the things about the eyes but i dont know how to solve it. i want to simulate the reflectivity witch and arch and desing material, do you know any other way?
