Snapping and user friendly transforms

Hey all, I recently started taking a game art class and we're building a modular environment piece as part of the process. I have an issue in Unity where there is a very subtle bleed between 2 modular pieces. The first piece's transform is at 0,0,0 while the second's is at -11,0,0.

If I snap the 2nd piece to the first the bleed is fixed but the transform becomes -11,01418,0,0. I understand this to be a problem down the line as you build your level since it's a helluva lot easier to work with integer values.

In my final image you will notice I came across scale inputs and it seems I incorrectly set my values in Maya. I have already frozen transformations and changing these values do not seem to do anything. Can any Maya fundi recommend a solution here?
