Low poly Dwarf mesh - need topology advice (1st 3D character)

Hey all - first up, sorry for this rant... hoping some of you take some time to read it - I just joined Polycount and, as such, am a bit nervous about sharing my less-than-stellar work ( I'm a game designer with some commercial experience... so this art stuff is new to me), but I need some help!

I'm at University and we are to model a 3D character, a low poly that is intended, as a fake project, for DotA 2.

I have a base mesh, using the techniques we were taught in class - but then I stumbled upon something on the internet, something not mentioned in class; correct topology.

I tried to follow some topology examples, but that was for a topless male - and I originally wanted clothing... but I'm not sure that would follow the same topology.

I tried to mimic this style, but ended up with too many tris.

I have a limit of 3000 for the model (torso, arms, legs, head) and another 1000 for modular accessories. (At the moment it's a weapon, eye scope (embedded in the skin), boots and shoulder pad on one side).

Here is my model, at current, rolled back after failing to mimic topological flow.

P.S I know I have to clean up my boots, too, and the hand probably has some really inefficient geometry. The problem is; I know all this, but I have no idea where to start, or what exactly to change to make it suitable.

Another issue I have is that, originally, I wanted him to have a tattered, open shirt on, exposing his chest and abdominal area; but I have no idea what I'm doing so I ended up modelling him as if he is topless :S

Yes, I'm a noob and this is my first attempt, haha.

So I guess I'm looking for tips, hints, suggestions, links to resources about how to model correct topology... I've looked at everything on the Wiki and it just seems too hi-res for what I want and, since I'm a noob, I have no idea how to 'down-scale' the concepts.

(Also I am aware there are inaccuracies in the form of the anatomy - just trying to work out this topology stuff before I get too into specifics. And I plan on trying to export this into Mudbox and baking a normal for it anyway :) )
