Looking for 2D artist for mobile project

Hi everyone.
We are looking for 2D artists to make characters (animated, and in modular pieces), level tile sets, backgrounds, and some UI pieces (text bubbles, some buttons etc). You would essentially be creating additional content to our product which will be available as in app purchases.
We are a small start up located in London Ontario Canada. We're working on a mobile project that deals with videogames but not a game itself. We feel the technology we're working is revolutionary and a giant step forward in the world of mobile computing.
We do have a limited budget to pay. So we're not looking for free work.
That being said, we are looking for creative ways to save cash and benefit you. So we have 3 options
Pay per work.
Pay a little bit up front + shared royalties (% of your personal artwork used)
Just shared royalties (larger percentage of your personal artwork used).
