With the move tool, holding c allows you to snap to edges or curves.
xyShrinkwrap (it's on creativecrash, which seems to be down right now) will snap a selection of verts to another object.

Now I'm confused as to what you're actually trying to accomplish.

basically, i want to snap verts to the cv points on a curve. applying clusters on verts allows me to snap all verts at once, but the placement is not at the cv, just somewhere along the curve.
