Maya universal manipulator turn off rotate snapping?

Is there a way to stop the universal manipulator tool from snapping to increments, it only appears to happen when rotating, not when scaling?

You seem to wind up with the strangest config issues. Tried 'Reset Tool' or Preferences>Snapping>Use Snap Tolerance?
just to clarify, this is universal manipulator, and not the gizmo one gets when extruding a face?

Yes, hitting ctrl t to enter the tool. My universal manipulator tool rotation handle snaps to 0.5 increments.

Mine does as well. The only snapping modifier I can find is holding ctrl, but that only changes to larger steps.
Best I can do is $two args

J is the key for "discrete" moves.. It may also be checked on in the rotation tool settings.

For those using Maya 2018 and have found similar problem (snaps automatically) when either
moving, rotating
or
scaling
an object try the following:
Go on each of the tool Settings by double clicking
Make sure that Step Snap is turned off
