The newest zBrush has fur now...

If you're scuplting fur like that, it comes down to more resolution and finer strokes of the brush. You could attempt using some sort of custom alpha with multiple strokes, or else go by hand.

this tutorial give me nice result ,youn can easily control the flow and th color of thre fur ,but you low and unwarp must be done
