"Levels" In normal map.

Hi, I have had this problem for quite a while but it has never been very noticeable before now, As you can see in the picture, there are sharp edges (looks almost like islands) in the normal map on the even surfaces, I think it's down to a lack of precision in the texture, does anyone know how to fix this? This map is baked in xNormal and is png, and i have tried most of the other formats but the problem remains.



The only way I got rid of these islands or lines was when I baked in substance designer and used .psd format, however, In that case I got smoothing errors like those you can see in the image below 



I'm sorry if this has been posted before, but I couldn't find any solution to this.
