Wooden fishing dock

I am currently working on a wooden fishing dock scene, at the moment I have a basic concept of what I want to do and a few props modeled.

Modular dock piece:


A basic layout in max, needs work to remove repetitive piece arrangement


This is basic idea behind the scene, to have a small wooden dock with some fishing equipment set up on one end, it will be at night time with a small torch lighting up the area of the dock and creating a focal point. 



I am probably going to go for an angle more like this in the final image:

I have started working on another prop:


I have created the low poly and UV'd everything but I am having a problem with baking a specific part.

Problem:



I am trying to bake down the high poly fabric mesh into the low poly one. I set up a simple plane that I want to bake it onto 

When I bake I get this result:



All other parts of the the normal map apart from the fabric came out completely fine. I made sure that all the smoothing groups were correct before baking. View in sketchfab:



Does anyone know how to fix this or how I would about baking this type of model?
