The mindset behind modeling hair with planes

Hello!

While doing my latest model I got some headaches doing the hair, I was doing it using the poly modeling technique which uses a single plane as a strand then UV mapping it and then duplicating and fitting each on the head at the right place.

Later I saw some other technique which uses not strands but broader planes for each hair "bulk". example:

Do anyone here happen to know how this method works? Is it done in software like ZBrush or poly modeling software like Maya? Could you give me a general guideline for how to accomplish it?
