well when it comes to scales, usually a good photo overlay will do the trick. But if you insist on painting scales, they are usually circles, not square. The scales you have now remind me of the lizard in the old spider man cartoon.
I would suggest smoothing out the anatomy a bit, the muscle structure looks good however I'm not getting a sense that there is a layer of skin on top of it, which is rather unusual for a lizard. Keep at it though! It's coming along great! :)
New Update. Finished the scales on his face. Tried to get the shape variation I saw on the lizard references. How's it look? Ack, just noticed some scales bled onto the horn, ignore that its fixed. :)

The left one might fit sand king more if you gave it extra eyes or something? It's cool though. Looks like a spiny lizard. I like the SK heads but I'm not massively keen on the flower pot helmet for Legion.

Not a good year for Texas game development, particularly the Dallas area. From what I remember, Paradigm, Ensemble, Midway, NCSoft, KingsIsle, MumboJumbo, Barking Lizards, and Gearbox all either laid off a number of employees or closed shop in '08.
