For 90degree rotations you could swap red and green channels. You might need to invert one or both after It's a shit hack though. Just rebake it -

well at 1st I used my own and I try the default still no luck. the weird thing is if I swap back to dx9 everything is fine. -

My bad, misunderstood the OP. renderhjs' "swap UVW XYZ" tool in TexTools might help. For example, you could easily assign different smoothing groups to each island, or whatever.
