It's just an issue with the default parameters of the rain. If you reduce the Normal Trigger parameter and reduce the dt a little bit, to 0.02, it should work much better. They may be able to get close BUT they would be crippled using UDK. You need source code access instead of only a scripting language so you can do advanced things :) .
