It happens because you are using a tablet with Opacity jitter set in photoshop. When I'm going to draw that way I make sure to go up the brush properties and click off Opacity jitter. Or just do all the drawing with a mouse.

So I know how to do this already but there was a tutorial on the site that I was looking for that was awesome and now I can't find it. I have some ref images that I want to use for a human head but there is a not of specularity left in them that I want to remove. Any suggestions?
That sounded way more fancy then I wanted it to, but I've been searching if there was a way to identify what layer your mouse was over with a push of a button? I've attached an example of what I was thinking. If anyone has any information on this or something like it, that'd be super duper.
