I'm unsure of the standard testing time for vaccines (is 8 years a reasonable timeframe?) but just throwing it out there right now doesn't sound safe at all.
If you want quality meshes and permissive licenses and want it done in a reasonable timeframe, for a commercial gig, then you'll want to pay for it. Lots of talent out there for hire, look around.

Depnds on too many things. Timeframe, workload, polycount, texture size, latform. From 1 model a day built/mapped/textured and rigged to 1 a fortnight.
I did this in Max a long time ago, like 1998 timeframe, using Biped. Probably still works. If you specifically want to do it in Blender though, best to put that in the title.
