Crank up the edge padding to start with; it should be higher than 1. Aim bigger, like 8-16 depending on the size of the texture. From there it could depend on the smoothing groups of the lowpoly and how they relate to the UV islands.

Quick question, moderately related to this: Does anyone know if the performance hit is more severe adding an overlay image to a texture in UDK or just doing it in Photoshop and importing as a separate image? Or is this a 'how long is a piece of string' question?
Would that be art related too video games or visual art in general? ...if the former, then of course you'd be met with a glazed stare, wouldn't take a genius to work that one out because not everyone is nerdy like us :D
