ScoobyDoofus: Depends on the complexity of the image. I can churn out a 'finished' image in 8-10 hours but like anything else the more time generally involves more polish.
That image seems very poorly done photoshop... is it offical from ABC? There may be more clues in the image if it is (like the guy in the window of that building above Sawyer.... and where's Jin? or Richard?
Used to have asset viewers on all the dev kits when I was at Concrete. We would continuously load image planes with inappropriate images to other peoples dev kits.
I like this enviroment. One thing that is bothering me is the amount of noise in the image, as in the the amount of 'clutter' in the area. There is no main focal point in the image, leaving the eye wandering in all directions.
The bricks in these latest few images are really large. Tone them down, man. Have you considered allowing more colour variance in these images? Perhaps adding some grime to them?

If you are resizing it Photoshop, the resize can introduce crap that you don't want. Try this: Convert the image image to 32 bit, resize, convert back to 8 bit. Does that fix it?
