Thanks for the info. One thing I've noticed, a lot of the Substances on TS are also included in SP and in the SP database. Are the ones in SP and the Database updated versions from the ones sellling on TS?

You could try an annotation software like annotatepro for example. I admit it would be nice if pixologic included one directly in the next version of zbrush though. That would be quite useful!
Here's a simple "Newtons Rings" / "Iridescence" material. Just requires 1 'rainbow' spectrum gradient texture. I also included an option to shift the hue to match your ideal material.
looking at again i did notice one more thing. where the back of the leg meets the tail seems (for lack of a better word) too high. included a paint over to demonstrate:

@larryrttrivette Hello, Larry. Since I am using Maya 2018, it has exactly 6098 faces for low-poly mesh that includes everything such as bolts and nuts. Moreover, this is my UV:
Its a shame it is only possible to draw cartoon dogs on the iPad. I hear they may be expanding the functionality to include other cartooon animals in an upcoming patch though, so there's that I guess!
