If coding is a weak point for you, you could try the "logic bricks" in Blender and then do some python scripting if it is needed.

@Berserker44 - I used the normal thief script to transfer the normal directions of an elongated hemisphere to the foliage. The grass normals were hand edited.

How to tackle the lowpoly? Just non-uniform scale a sphere primitive. And use a conform tool/script to get the silhouette. Bake the details.
