Small alteration in Scale. The arms have been reduced and the legs enlarged. The pistons supporting the hips have been taken out, they looked to weak, in favour of connecting it directly. If your phone can be set up as a wifi hotspot then the iPad (and any other tablet) can connect to it like any other wifi connection. No need to buy the 3G model. 3G/Cellular model is only needed if you want to have a separate data connection for the tablet. Tmobile is giving away a free 200mb data plan for the new iPads… -

Most important step is blocking it all out and making sure it all fits together, and then sticking to those blockouts religiously (ie, don't change up proportions when doing the high/lowpoly modeling. The inner circle you have there has way too many segments, which makes it kinda impossible to connect with the outer part.
