hmm as far as fuel. i put 10$ on my 600 and it lasts me about 2 weeks on and off. so not bad at all. as far as u being a first time rider i would still go for a 600. 250 are way wayyyyyy to small and trust me when i say this, if u buy a 250 in a month or two u will wanna sell it to get something bigger.

6000 triangles and one 1024x1024 diffuse map and your character looks that good?! This would run so well in an engine, and totally NOT be resource hog. You should take this further by at least baking out different texture maps. I don't know if it's just me being a character artist but this looks so awesome!
You know I've seen some mods for Oblivion with 50K+ tris armors, and it was years ago, and it worked... You can put a 60K tris character in a game, that's not the problem. But it's useless if you can do the same shape with 20K...
