To any future human who comes along to find this post, I solved it! I solved it by opening the "Wacom Tablet Preference File Utility" and removing all of my saved preferences and doing a full manual uninstall and reinstall of the Wacom drivers. Doing that somehow jostled something loose that was broken and now it all works…

Because your pen is not in front of your eyes your linework is not 100% accurate. If you really want to go ahead and concept with wacom, you should try to draw with masses and shape instead of lines. IDK, it might just be me but wacom feel more confortable painting than drawing some lines. You should give it a try.

Those huion reviews are a bit iffy, some talk about bad driver support and abrasive pen nibs. I'll probably always come back to wacom, I still have my 4x5 intuos from like 14 years ago, still works great and has nibs. You pay more for wacom but you can't deny the quality.
