I installed TexTools on Win10 x64 on Max 2017 SP3 as well without any problem. Did you try to run Max as admin? If not mistaken that will allowed you to drag n drop the mzp to the viewport or try from the Scripting > Run Script.
Not sure. You should be able to load old settings in a later version of Max. But mostly you can't go the other way... loading later versions in earlier Max, for example trying to load a Max 2015 file in Max 2012 won't work, but vice versa does, mostly.
Well at least max 2016 and 2015 are fine, been really long since something crashed it (and when it did, it was something about too many triangles accumulated by the decimated mesh that came from zbrush). I still like to use Headus thought, but max is fine too tbh.
