Easy in Houdini. Attached image is just using a box as a standin for scales. I would also use a Polyframe node to get a tangent attribute and use that to align the scales along the dragon's body.
A specific goal for a specific reason is much better than "I want job." For example: I'm learning Houdini because it will allow me to create technically complex assets that I can sell for $$$.
I need to investigate it i have no clue. I use Mantra rendering engine (Houdini default). Do you have some sample images of result of those methods that you mentioned?

Agree i am also closely looking at Houdini future iterations and once they really match the modeling capacity of max i will gladly switch for 299$ a year you cannot go wrong!
I can't remember the last time Blender crashed for me. Houdini has crashed once for me since January. I use Max and Maya at work and they crash much more often.
I know this thread is pretty old now, but I recently came across a houdini plugin for maya that does this quite well: https://www.orbolt.com/asset/SideFX::traceimage There's some cool stuff on there
