^ Same as above ^ Maybe apply a negative push modifier to it to shrink it, or just scale it down a bit.

Did you paint the texture again? You need to triangulate before exporting to Substance and painting. Make sure modifiers are applied.

After combine some meshes clean up topology and set some edge support and turbosmooth modifier (if you use 3dsmax).

Amazing! Have you tried exporting only the height and using it as a displacement modifier on Max to create some actual cliff geometry?

Or you can use the Displace modifier non-destructively on your cage mesh. Just use the Midlevel value to adjust the inflation.

It seams to oval compared to the concept. hopefully you modeled it flat and then put a bend modifier on it so it would be easy to unwrap :-) hopefully!
