Unless I'm mistaken, Apple was unable to release the iPhone in Belgium initially, because of the laws that prevent selling bundles without also offering the items seperately (so in this case, only bundling the iPhone with a subscription to at&t or local equivalent). It has move, rotate and scale plus "freeform" which puts all three in one tool.
