You could try increasing the resolution, from say 1920x1080 to 3840x2160 and resizing the frames after the fact. Flicking from local reflections tends to be improved when rendering at a higher resolution. Some post effects can cause a bit of flicker as well, bloom for instance, and the DOF effect can as well. Your post is somewhat confusing. If you just want particles to trail behind, just attach it to something that's moving. As long as local space isn't activated you should be able to easily have particles that trail.
