What was the problem you were having with the "cage" method in Maya? Generally its a very bad idea to bake twice, combine, or repaint normal maps, because you will have to do it again for any revisions, and if another artist needs to work on your asset he will have to perform the same voodoo magic that you did to get… -

Yes, they start with a heightmap, or at least in the past they have, I'm not certain about FO4. But yeah that outline in the OP would pretty much be the starting workflow minus the Zbrush part.
