if all else fails you could download the unreal 2.x runtime. Import the ase as a static object and export it as an OBJ. -

Direct X normal maps are used in Unreal on Windows = -Y down Open GL normals = + Y up -

Check your texture's properties, maybe adress x/y has been set to clamp instead of wrap.
