I'd recommend telling allegorithmic directly tbh. As said they have been pretty good with responding to reports I've made in the past. What GPU are you using? I ask because even a 1080 is borderline at 4k
If you look at the filters used to create the Hard Surface preset, it looks specifically in the allegorithmic/textures/hard surface folder in the shelf. If you moved these assets to a custom shelf, you'll need to create a new shelf preset for it.
3ds Max comes with the old-old Substance engine, so anything created in Substance 5 or 6 won't work. They have a beta plug-in on the Allegorithmic forums though: https://forum.allegorithmic.com/index.php/topic,14223.0.html
I found out on the Allegorithmic forums it's a DXT compression issue. And just yesterday the company released an update to their UE4 plugin that should fix this problem by using BC compression. https://forum.allegorithmic.com/index.php/topic,14638.0.html
I think something like this would typically be done with just a normal procedural greyscale image (created in something like allegorithmic mapzone) and then in code they use it as a mask going through th levels. Kinda like photoshop's threshold adjustment.
