I think there's your problem. If she's 15-17 years old, she's too tall proportionally. 7 heads high is for a fully developed adult, so I think scaling up the head just a tad would set things right, or maybe shortening the neck (which seems to be on the long side as is). Also perhaps I would suggest shrinking the forehead… -
