From the pic that you posted it looks to me like you enough topology to make that area work. I have seen nice results with a lot less topology, and good weighting. Well, we're PC only, but we have comparable lower specs that would run 30fps on Xbone. Paragon runs at 60fps on PS4 and uses them as well. That graph is 3 years old, released before even Unreal Engine 4 was publicly available. A lot has happen since. What you refer to as "quality" is relative. Did you recently upgrade your Nvidia drivers? I had this problem recently as well after upgrading my drivers, though I'm using a desktop with a geforce not a laptop with quadro.
