Whoa, I was making the same sort of thing a few months back, but sorta got lost with it. Made the exact same floor. You use Substance designer for that? I like the first roof design. Those flower pots are great too.
I removed the roof for a moment to make the scene easier to navigate, and to simplify the lighting so I can up the render quality a bit. The slim green boxes are my reference for the size of a person. And the other green parts are just waiting on textures.
The lighting and color of the scene looks awesome! not so sure about the pathway however, it looks like haphazardly stacked slices of stone? However I like the other textures especially the stone columns that are supporting the roof. looking forwards to seeing more ^_^
I think pretty much confirmed for the "standard" cars you will have a bumper cam and a roof cam, (no hood cam to speak of) If you think about they probably didn't focus on the skyline's and ported them as you mentioned. and Focused on the Premium cars.

at the most basic level.... you usually just start commenting stuff out and see what effect it has on frame rate or drop in a basic shader just to check its the root cause of slow down. Though you may need to accept that you need lower graphic quality on lower end cards.
My practice with hand painting texture since everyone been doing them I gotten inspire by them. Been liking how I got it so far The texture seems quite flat. How can I push this to pop out, especially the roof. Excuse to greens too. There so many.
So i doing modeling and texturing for a sci-fi corridor tileset and im trying to do it, so one idea is to make all in the same texture like a 1024x1024 texture but the floor and wall are 512x512 is that a good way to do it? a few thing, everything will be on a top down level view so no roof
