When moving subtools dragged out to your 2.5D canvas, if you drag using the silver ring of your gizmo, the orientation should not reset. -

Re: Normals Issue
Add an edge loop (or two) at the base of the outer ring instead of outside the perimiter (your third shot). This should give the normals room to transition. -
