looks like the balls are random. they dont follow any pattern. how bout making a shit ton of really low poly spheres in your 3d program, and use physics to drop them in between 2 planes so they randomly stack up like marbles or w/e. then bake that onto a flat plane.
I don't SD in Sculptris, just select the brush, and under Detail, set the slider to the position you want and sculpt. Detail slider will tell the brush you're using how many polies to add as you're sculpting per tap/click. Press W for Wireframe and play around with the Detail slider to get an idea on this.
Quickie update before I head home :D This is for a material library for work: I'll post some more tomorrow (I've got 10 others ones from the library to upload), and perhaps some of the continuing work I've done on the textures in my first post. Destroy my butt w/ crits pls!
Current Project Update 2: Hulk Base Mesh w/o hair or his iconic shorts. While it's still a WIP I like where this is going as far as the forms. I will be adding hair later on tonight. I couldn't get the right look going so I decided to give him a break.

So i have taken into consideration what Gazu mentioned as well as Jon W and i have done a bit of tweaking, for the moment i am working on the metal then will move on to the other parts. Let me know what you guys think. Have I gone to much damage or was it better before with less.
You need some kind of reflection, like a cubemap needs to be applied. Your gloss needs to be B&W which represents the material difference of your specular. Your specular needs to represent the strength of the shine. Also, MR? What material? Settings? I don't see your render, could you post it?
Actually I think Picasa 3 will work just fine :D Edit: This program is crazy! It has one click tagging, super fast searching via tag or filename or w/e, and it even automatically recognizes faces and groups them, even if they are real or 3D/Painted. Plus alot more shit... D:
Why not ask around at where you work? Surely this cant be the first time someone has hade this problem. About the lack of test kits.. I totally hear you. Its frustrating to work on something for a day or two w/o the chance to try it out and then when you finally do it looks craptastic!
I did this, you can do it, though it uses a B/w Cubemap "Camera Oriented" to make a fresnel falloff combiner mask and you make one color for the edges, and one for the center. It maybe onder a previous thread called "Car Paint" I can post the "how to" if you would like" Scott
