Can you not do the same thing with the pixel unit transform floater in TexTools? Just select all the islands and half the w or h.

High saturated colours, specifically red, will create colour bleeding on most TV's where the colour value will bleed over to another pixel.

it even asks you at startup if you want to remove the bevel of the pixels at the edge... isnt that supposed to do just what you are asking for?

I would use a tiling texture with a POM material and pixel depth offset, with dedicated small piles where appropriate.
