What version of 3ds Max are you using? It's changed quite a bit recently. If you are using 3ds Max 2011 or earlier search for Reactor tutorials on YouTube. If you are using 3ds Max 2012 and up then search for MassFX tutorials. Both systems can do what you want very easily.
Its better in 2015 However. I have been using the layer pallete to organise my scenes since they forced the new (slow) scene select dialog on us. You can leave it open all the time and on 2012 its like a million times faster than the normal scene select window

Try making the background static so the software generating your GIF can optimise it out. This optimisation writes static pixels once and reuses them for the next frames until they change, reducing filesize.
