You can bake curvature maps based on the geo (per vertex) as well as from a normal map (per pixel) so high poly only workflow is perfectly fine. You just use the same high poly mesh as the bake target. Just finished texturing a 20-odd part 18 million highpoly asset in Substance Painter.

@duke Maybe you didn't notice that in "Edit poly" mode you have to click on the start edge and target edge it's not automatic. You have decimation set to 100% and 3 million points, that is going to give you the same number of points as your current mesh. I'm not eve sure how you set it to 100% with 5k polygons, normally decimation master will adjust the sliders to match the target polygon count. Edit: Not sure why your polypaint button is missing.
