shouldnt it be possible to generate mass amounts of procedural geometry like trees, hair/ feathers? seems like a bit of a holy grail feature.

I would try approaching this with a shader. Doing this like that with layers sounds like an insane amount of work. Look into cross hatch shaders.

Yay! I know it's just a blockout but rotors seem a bit thick, and when at rest they should have a decent amount of bend to them.

Updates- Added small stones for more size variation and breakup. Desaturated the grout and added small amounts of dirt on the stones in certain areas.

Vig, i'm talking the Pixel Padding in RTT, Xnormal etc, when doing bakes. Not the amount of padding you give on your UVs.
