you might have too many loops on that low poly retopo. reduce the amount without harming the silhouette.

The amount of pixels inside the faces is not proportional to the size of the faces on the real model, so scaling it fixes it a little but not really

Adding the spokes instead of alpah will look better, AND use about the same amount of polygons that you already have.
