baking textures is not a option for modular environments that needs variation. specially with a small team working on it.

Yes, as grimwolf says, texture atlasing is the way to go. And/or creating the building as a modular set.

Everything is modeled and texture seperately other then the wall and the ground pieces, they are all modular pieces.
