This line of code should do what you are trying to do above. It doesn't center the pivot on X and Y, but you didn't state that was your goal. Re: normals issue
Invert Y channel and/or rebake the normal but without the mesh cut in half. You can also see if you have flipped normals in either case. High poly mesh which overlap (EI: Clayed in ZB to close seams) can cause nasty problem such as this. -

Just use a Float Script on the Y and Z of the limb. (Assuming X is the direction to the next bone. originalUpperArmLength / (distance UpperArm ForeArm) You can leave inherit scale on for the ForeArm so that you don't need to use more FloatScripts on there. But turn it off for the hands and/or fingers. -

Applied some adjustments to the neck to suggest a twist in the neck. Tried not to go too overboard due to the stylization of the piece. Made some more face adjustments as well. Gonna tweak a couple more things and f i n a l l y tackle the hair.
