You can do this, just not in real-time (won't show up in the viewport). Quick way... put two planes facing each other, with an object ion between them, and put a Raytrace map in the Reflection slot of the material. -

But then again the only state out of the 3 that matters is Ohio since New Mexico and Iowa only have 12 EV's together where Ohio has 20. I never understood why you either win or loss all the EV's in a state and not win the percentage of EV's based on the amount of votes. Right now the different in votes for Ohio seems too… -

I generate tangents/binormals with mesh mender as well. There is not a lot of normalmap useage in my projects so far, so I havent had a lot of testcases, chances are it will haunt me again.
