Its not the shaders that are at fault its how max handles sorting. There is a fix which I've seen people suggest but I havent tried it myself. You're maybe looking for Dynamic Paint. I never played with it so I made an ugly scene to play, I attached the zip if it can helps. The current version will normalize each tile independently. This will mean that there may be discontinuities between tiles.
