You might want to remake the leg again, and before you apply any solvers reset the scale and transform (NOT reset xform) in the hierarchy tab, down toward the bottom. -

Copy your mesh, delete history, freeze transforms, rebind, COPY skin weights from your old mesh, delete the old mesh and see how that goes. -

You should use the final world space normals after the tanget space transformation to mask the snow, so that you get some snow on the edges of those bricks -

What are you showing in the left of the second picture, a bake or the two meshes overlapped? Freeze transforms maybe? Looks like only that nubbin poking out is getting baked. -
