if it's not paid then it not supposed to be in the freelance forum. 'paid' is not defined as royalty or post launch compensation, just to be clear. That's why the mods added separate sub forums for mods, royalty etc.
I second Fallout 3 and Oblivion. Both are highly moddable and have active modding communities. Heck, I even think Morrowind's modding is still fairly strong.

Psyched for the modding capabilities.. XCOM's game design was very close to Games Workshop's "Necromunda" tabletop game, a mod would awesome (but yeah. who's got the time).
